Do I need a license to create a church admin account?

You do not need a license to create a church admin account. Licenses are purchased by group leaders and members, and that can only happens after your church admin account is set up.
One thing to remember when setting up your church admin account is that it needs to be created with a unique email address as there is only one per church and the same email address cannot be used by a group leader or member.
